 There is a need to load-test Tor relays when bringing them up, and to
 performance-test tor in general, whether relaying or hidden services.

 It's possible to manually modify the amount of random data sent while
 verifying connectivity (look for "Octets" in chutney's TorNet.py).
 But it would be nice if this amount was configurable.
