Comment:

 I think we should resume doing what the code does, and stop overriding it
 with a consensus param.

 In the short term, the simple way to make this happen is for some more
 directory authority operators to set cbttestfreq=60 in their consensus
 params.

 Once the param is back to 60, we can then close this ticket.
