 consensus-health is a website, DocTor is automated alarms. Once upon a
 time they were a single java codebase but they're now separate. To add
 confusion though the email list DocTor notifies is still called consensus-
 health@. ;)

 Ok. Sounds like this should be a new daily check that notifies consensus-
 health@ if we drop below 50%, then someone can make a ticket about it.
