Comment (by arma):

 Another optimization we could do here: the whole priority thing is no
 longer used, since all five callers send in "priority 2". So we could
 either rip it out, or we could re-purpose it to use new kinds of
 priorities, like microdesc vs vanilla.

 Slight preference for keeping it in, and then using it for item (6) in
 #33018 ("handle vanilla vs microdesc flavors differently").
