 If I had to guess, I'd guess that this behavior comes from the Tor stream
 timing out after 10 or 15 seconds (first timeout is 10 seconds, later
 timeouts are 15 seconds), causing Tor to abandon that circuit and try a
 new one.

 Most likely reason for the timeout is that the destination website is
 opting not to answer requests from Tor exits.

 That is, this "unwanted autochanging" is probably still better than your
 alternative, which is "I try going to this destination over Tor and it
 times out and I don't get any page."
