 We have data on the total number of relays as well as on the number of
 relays with Stable, Guard, and Exit flag. We should have data and graphs
 on relays by country. The easiest way to implement these stats is to
 import the Maxmind GeoIP database into the upcoming descriptor database
 and add a materialized view on relays by country and day.
