 Hm.  I'm okay with making the all the project/** pages read-only, but I
 worry that we'd miss some.  I guess we can just try it and hope for the
 best.

 I don't think we're currently planning on any kind of non-world-readable
 data any time in the near future, so we can hold off on that or now.

 The TICKET_MODIFY vs TICKET_APPEND solution seems fine.  I'd slightly
 prefer a situation where submitters could edit properties on their own
 tickets, but not so much that it's worth spending lots of effort on it.
 Let's say that the bikeshed is now pretty enough, and we don't need to
 repaint it until the neighbors complain.  (IOW: seems good enough; let's
 revisit if there's trouble.)

 Seems okay to close by me.
