 Thanks for reporting this.

 I agree that the text is unnecessary since we present a German video
 below. However, removing that piece of text is not straight forward and
 will mean that the German translation is different than the original
 English page.

 So, to make the text flow better, I decided to include both the English
 and the German video on tor-doc-windows.html.de.
