 The configured bandwidth limit should have been around 2 MBit at that
 time. Maybe Flo knows more?

 In any case, as I wrote before: it is worth looking into this again. But
 refilling buckets is trivial, so if it really turns out that lots of CPU
 time go into that, this can only be a problem with a non-optimal
 implementation, and not a fundamental issue.
