 Roger notes that the numbers above don't account for bursts, which may
 become more common when we implement Mike's isolate-by-destination plan.
 We do have data to at least approximate AES operation bursts by looking at
 the most busy 15 minutes in a day.  But we don't have similar data for RSA
 operations.

 If there's a strong need to get more data about bursts, please re-open
 this ticket.  I'd rather want to avoid spending more time on this
 analysis, unless there's a need to do so.
