 Another point that we need to consider in turning stegotorus server into
 apache extension, is that stegotorus keeps the connections alive so it can
 send info to the client even if the client haven't requested something
 (for example if we are covering a symmetric protocol like IM). The
 question is that if we can tweak apache to behave like this.

 This also require us to serve content without request, as mentioned in the
 ticket description.
