 Yup.  It's already where the authorities take lists of nodes for other
 purposes, so it might make sense here too.  The relevant code to load it
 is in dirserv_load_fingerprint_file() in dirserv.c.

 (I prefer this to the torrc approach, since it's already where we handle
 information of this kind)
