 Currently, fog only supports one type of chain. It should support
 multiple.

 It should efficiently handle the case where different chains have the same
 component. For example, if we define obfs3_flashproxy and fte_flashproxy,
 it should only open one single flashproxy child process.

 It should call client.reportMethodsEnd() after *all* interceptors have
 been successfully launched.
