 CPU load during that 50 KiB/s test is so low, that it is hard to measure.
 It is somewhere around 0.05%-0.15%.

 I think that a reason of such slowdown is somewhere in network API
 interaction.
 But I'm not sure, of course.

 My IP and MAC was redacted in that file.
 IPs of two other relays are public and can be viewed on Atlas.
 But anyway, it is possible for me to send this file privately to
 developers.
