 I have been working on this:

 - we installed lektor-i18n plugin with hiro
 - then I did an edit of the content files
 - the strings are available for translation at
 https://www.transifex.com/otf/torproject/support-portal/
 - it would be good to have staging-support enabled for more languages so
 we can test
