 So, what I would imagine here is a function that just takes two strings (a
 configuration key and value), accumulates those, and puts them on the
 command line.

 But given that, I'm not sure what would be gained by having this
 additional complexity?  Most applications already have a way to accumulate
 a list of strings, after all.
