 Yes, it was to provide the opportunity to resolve inconsistencies.

 However, even with a suspended mode, I suspect there may be some upgrade
 users with UseBridges set to 1 without any bridges entered. I actually did
 this the first few times I attempted to test bridges because I didn't know
 to click the + sign after putting the bridge in the edit box. It looks
 like the Vidalia UI now unsets the pref if I do this, but was this always
 the case?
