 We should ponder both short-term bandaids and long-term better designs.

 One bandaid would be to dump our cbt estimates if we switch from non-
 bridges to bridges (or maybe vice versa). But it's not clear from the
 state file whether we were using bridges at the time, so that's not a very
 easy hack.

 Another bandaid would be to give up on our cbt value (set it back to
 default) and retry our bridges, if our last bridge just got marked as down
 due to abandoning a circuit. That might actually be a pretty good fix.

 Other options?
