 I think it's safe to defer this until 0.2.4.x.  I plan to do the #5807
 analysis in the next few weeks.  I'm cautiously optimistic that we'll be
 able to use dirreq stats reported by bridges.  But for the moment, I'd
 like to leave things as they are.
