 Looks like arma beat me to this one. Some more thoughts:

 Agreed on the name.  "ExtraDormant" or "Dormant" would make more sense:
 there's not need to name a state variable for having state.

 Messing with update_consensus_networkstatus_fetch_time and putting it into
 the future seems like a kludge: it would probably be better to have a flag
 that just does what we mean.  In this case and in others, it's best to
 make sure that function and variable names say what they do.

 We'll want to make sure we exit extra-dormant mode immediately when we get
 any kind of client activity (like a SOCKSPort request, for instance).
