 HTTPS Everywhere 4.0 Development 16, no longer loads rulesets from XML
 files in theÂHTTPSEverywhereUserRules subdirectory in the Firefox profile
 directory. This makes it impossible to test new rulesets without directly
 modifying the rulesets.sqlite file.

 This didn't happen in Development 15 or earlier.
