 networkstatus documents, and each bridge descriptor one at a time, we
 don't keep the correlation between each networkstatus doc and *which*
 descriptors were being reported by Tonga at the time. So the next time you
 encounter an anomaly, your best bet is to grab the tarball from Tonga
 right then so we can investigate it later.

 Right! I've been kicking myself for that, and I think that has imprinted
 it enough on my brain that I'll be sure to immediately archive the tarball
 before investigating, for future times when I suspect anomalies.
