Comment:

 Could it be that we're launching requests for a consensus before it's
 actually live?

 Here's my theory: If we happen to start a directory cache after a new
 consensus is made and signed, but before it is live, the authorities give
 it to us anyway, and we get nervous because it's published in the future.
