 That "feature" (in quotes) is around from the old days, when we were
 writing an overlay network and people wanted to put the pieces together as
 they saw fit -- you run a relay, and you publish to wherever you want to
 be collecting your relay descriptors.

 I could see taking it out, in that "closing a door of what Tor can be"
 sort of way, but also I don't see any harm in leaving it in.
