 But! I have a fine 'state' file sitting in ./datadir-3hop/

 And that appears to be written, in or_state_save(), using
 {{{get_datadir_fname("state")}}}.

 So now I'm just confused.

 I think we might want to do a full refactoring here. (Easy for me to say.)
