 During the Seattle network team hackfest we have discussed having a bot
 that can check for a variety of "Tor only" properties of things like pull-
 requests on Github.

 This could include:

 - Checking if a PR actually have a "changes" file.
 - Update Trac tickets when PR's are modified(?)
