 In theory we should not need to do this -- in theory Tor should wake up on
 its own, when it gets a request, and realize it needs to re-bootstrap or
 whatever.

 So, what is it that Tor does from the sighup, which it should be doing
 automatically?

 (Or maybe this ticket has been resolved over time by something else?)
