 Because when restarting it, it takes correctly the descriptor bandwidth of
 powerlay, what i did was to change the advertised bandwidth of a relay
 i've access to after i restarted sbws (at ), and sbws detected the change
 at XX

 I'm not sure whether i should change sbws bugfix version now instead of
 waiting for more bugfixes and whether i should have change
 the one in the longclaw's sbws, even if not released yet.
