Comment:

 My main theory here is related to #28970.

 We've wiped a descriptor from the client cache but kept an intro circuit
 opened. Then, a new descriptor came in for the same service. The RP was
 launched and when it joined, the old intro circuit was selected leading to
 this `BUG()` of a missing IP object.

 The original fix we did was good but not enough where we closed intro
 circuits when we were _replacing_ a descriptor but the case remains of the
 cache cleanup + desc fetch.
