#2715: Is rephist-calculated uptime the right metric for HSDir assignment?

In #2709 we changed the HSDir flag to be based on each authority's opinion
of the relay's uptime, rather than the relay's own opinion of its uptime.
Nick then asked if perhaps WFU would be a better measure. We should
consider if there are smarter parameters to consider.
