 The idea you describe has some promise; I'll wait and see what it turns
 out to be.  Still, if the analysis is right, I think it would be good to
 know _why_ the votes are arriving at the wrong time and screwing stuff up.
 Desynchronized authorities? Publishing at the wrong time?  Taking too long
 to publish?  Some bug in the "start uploading your vote now" code?
