Comment:

 I *think* this is an expected outcome of the bandwidth weighting
 procedure. It's not reporting how much bandwidth you have; rather it's
 reporting how much bandwidth you seem to have in comparison with other
 nodes reporting about 100K of bandwidth.  I'm cc'ing mike on this in case
 he has more to say here, or in case I'm wrong.  Mike?
