Comment (by arma):

 As a side effect of this patch, once we implement it, we will be able to
 probe relays for whether they are snooping on hidden service descriptors,
 before they get the HSDir flag.

 To me this is a cleaner design -- the relays offer the functionality that
 they offer, independent of whether the directory authorities have decided
 they are suitable for clients to use yet.
