 Proposal 286 was an earlier version of this idea, but in my opinion, we
 ought to shrink it down.

 Probably what we need is as simple as an extra option or two, sort of like
 DisableNetwork, to temporarily disable other pieces of functionality that
 use CPU or network resources.  Possibly, we need a command to stop or
 start building predicted circuits -- unless we can already do that with
 one of our current options.
