 Is it possible that the `SRCDIR "/src/config/geoip"` file ends up
 somewhere different on windows? There's an experimental build (read: it
 could be lying) for part of the AppVeyor setup for #25549 which seems to
 [https://ci.appveyor.com/project/saper/appveyor/build/1.0.37/job/ssm78f30p5n5m2y6?fullLog=true#L2535
 claim it can't find that file].
