 The metrics website consists of an Apache that serves some static content
 and redirects requests for dynamic content to Tomcat.  But when Apache
 encounters a problem with static content, e.g., when requesting a
 [https://metrics.torproject.org/data/exit-list-2021-05.tar.bz2 non-
 existing file], it returns a 404 itself.  Instead, Apache should show the
 same 404 error page that Tomcat would display.  Users shouldn't even
 notice that the website is run by Apache and Tomcat.  Very low prio.
