 It seems like it would be neat to have a way for a controller that has
 called TAKEOWNERSHIP to later relinquish "ownership" and tell a Tor
 process that it should not, in fact, exit if the controller exits.

 I'm leaving this in the "Unspecified" milestone for now, since despite the
 fact that it seems we should obviously want this, I can't think of an
 actual usecase.
