Comment:

 This problem can be considered solved since we moved to metrics-lib and
 import the rsync'ed last 3 days of relay and bridge descriptors.  This
 means stuff cannot pile up as it did before and we cannot run out of
 memory as easily.  For comparison, before the move, import history files
 were 75M and 93M large, now they're 6M and 4M large.

 Overall, this took about 1 point including analysis (8 months ago) and
 checking whether the problem can be considered fixed.
