Comment:

 Do you happen to run Kaspersky?

 Otherwise, does this happen at startup, or some point during browsing?
 And does this happen consistently or randomly? i.e. Does it run fine one
 time and hog cpu another time.

 Can you try with just a Vidalia bundle? (Can be found at
 https://www.torproject.org/download/download.html.en)
 Be advised that this is not the recommended way to browse, so only use
 this for testing purposes.
