 Data/Tor/torrc says

 GeoIPv6File ./Data/Tor/geoip6
 }}}
 but it does not say
 {{{
 GeoIPFile ./Data/Tor/geoip6
 }}}

 that means there are no red dots on the vidalia network map, and vidalia
 doesn't know what country relays are in.

 found by "jagget" on irc.
