 Here are

 -alt-cmux-policy-combined.pdf results from simulating your branch and
 comparing it to master].  I'd say one can observe a change between the two
 branches.

 The original goal of this task was: "Write a patch to make tor schedule
 differently (not necessarily better, but ideally noticeable different),
 simulate that, and see if we can observe a change.  This step is
 important, because we wanted to simulate other things in the past and then
 realized our simulator cannot simulate it."

 I'd say we did that.  Next step will be to write more complex scheduling
 algorithms and simulate them.  But that's beyond this ticket.
