 The code for this is pretty much finished, although I'm going to do some
 extensive testing before releasing.

 The rulesets applied counter shows the number of active and moot rules
 applied. As mentioned, the icon goes gray if HTTPS Everywhere is disabled.

 See attached screenshot for how it looks.
