 I can't tell whether this is a C# programming question or a Tor
 development question, but it isn't a bug -- this is a bugtracker.

 To get good answers for Tor development questions, try the IRC channels or
 the mailing lists mentioned on our support page.

 I don't know C# enough to answer your question, but ... Tor is a SOCKS
 proxy, not an HTTP proxy.  I think the WebProxy class you're using there
 is not going to provide SOCKS.
