 We want to make a user manual for Tor Browser that can be shipped with the
 browser.  The manual should cover basic Tor Browser functionality, address
 common use issues, and inform users how to get support if needed.  The
 goal for June 15 is to have a completed document that is ready to be
 translated, and a plan for incorporating the manual into Tor Browser.
 Matt and Lunar are working on this.
