Arturo thought if you set requiresTor = true at the top of your test, then
it will check if OONI is configured to have Tor running and error out
early if it isn't. But in practice, when we wrote a test and set
requiresTor to true, it seemed to be ignored.
Name-space issue? Wrong spelling? Something else?
