 I accidentally cd'd into this repo first (under the name "oonib") and I
 somehow got confused because the README didn't tell me what the tool
 actually did and I didn't notice what directory I was in.

 The first heading in the readme should probably say "oonib: the ooni-
 backend" or "ooni-backend: a server to store data for ooni" or something.
 The header should explain what the tool does, and who should run it.
