 connections:
   * directory_initiate_request()
   * connection_or_connect()
 * OutboundBindAddressExit is used for Exit connections:

 * an unspecified address (typically, the OS routing table) is used for all
 other connections:
   * evdns_base_resolve_*()
   * is there anything else?
