 We need to do something smart about this problem...

 I was going to suggest we just drop the non-fatal assert of #21415 and
 only check for the descriptor of the first primary guard (instead of first
 two), but I actually feel I don't understand the issue well enough.

 Perhaps some log messages that show the guard names that are missing
 descriptor would be helpful. Also, I'm wondering why Alec's tor is not
 doing any efforts in fetching the missing descriptors even over multiple
 hour. Maybe we should also log our attempts for fetching descriptors that
 are missing?

 Another theory: Since primary guards come from `CONFIRMED_GUARDS`, there
 is no guarantee that they are currently up and running. Could it be that
 Alec's primary guard was offline and off the consensus at that time,  so
 Alec's tor couldn't even fetch the needed descriptor and proceed?
