 This comment was about unrestricted entry guard settings, not bridges.

 All bridges are directory mirrors.

 But there will always be a tradeoff when all our primary guards aren't
 working between:
 * fail (and be more secure), and
 * try another guard/bridge/fallback/directory authority (and be more
 usable).

 Looks like we set the bar too low. Or there is another bug.
