Comment:

 Ok, I'm closing this one for a couple of reasons. First, it seems unclear
 on what is a sane value for a cutoff and anything we change might either
 introduce instability or need lots of testing.

 Second, prop224 work (#12424) is fixing that by adding a expire time field
 in the descriptor (currently 3 hours).
